“The inquiry has revealed that the FBU was deliberately created, staffed, funded and funded from public funds in an improper manner by Sisodia and Sukesh Jain, the then Vigilance Secretary, along with K. Sinha, (Retired DIG, CISF), serving as Special Adviser to CM and Joint Director, FBU, GNCTD, and PK Punj, (Retired Jt. Deputy Director, IB), serving as Deputy Director, FBU, GNCTD in against the rules and regulations and without the necessary approvals, through the abuse of their work position and with the unjustified intention to use the FBU for purposes other than those that were created in public.
“The heads of FBU RK Sinha, PK Punj, Satish Khetrapal along with Gopal Mohan, Advisor to the Chief Minister conspired to misappropriate and misappropriate the Secret Service Fund besides using the employees of FBU for gathering political intelligence,” the FIR read.
